Key Personnel Bios

Boo Heffner
President
Robert Heffner began his career in EMS in 1982 in Idaho as a Paramedic, specializing in high angle technical rescue and backcountry medical.  To date, Heffner is still a licensed Paramedic. His current responsibilities include oversight and management, consisting of financial, operational, and business development. The West Region encompasses operations with high performance ground ambulance, event medical, critical care transports and ambulatory care divisions in California, Colorado,  Florida, Nebraska, Oregon, South Dakota, Utah, and Washington.
Mike Collins
Pacific Northwest Division
General Manager
Mike began his career in the EMS industry in 1983 as an EMT for a municipal system. He completed paramedic school in 1984 and has continued his certification since then. In the municipal system, Mike worked his way up through the system to the level of Operations Manager. In 1995, Mike began working for Rural/Metro through the acquisition of the system he was employed with. Mike served as Division Manager for Rural/Metro in Texas, Tennessee, and most recently, the Pacific Northwest. His experience covers all aspects of the EMS industry including; field operations, management, communications, clinical, reimbursement, contracting, labor relations, fleet maintenance and alternative transportation services.
Mike Andrews

Mike Andrews was recently appointed General Manager for Rural Metro in Salem. Previously, Mike held the position of Operations Supervisor for three years. Mike has an associate of Applied Science Degree in Fire Science. He joined the EMS service in 1990 and has over 17 years of experience as an Emergency Medical Technician (EMT) with 11 of those years as a Paramedic (EMT-P).
Jerry Andrews

Jerry Andrews is the Clinical Coordinator for Rural Metro in Salem. Jerry is responsible for education and training for the operation, including initial orientation and continuing education. Jerry joined the Rural Metro operation in May 2006, after two years as an EMS District Liaison in Vermont. Prior to working in Vermont, Jerry served as a Mobile Training Unit Coordinator and the Professional Standards Officer with the Oregon EMS Office. Jerry has 30 years of EMS service including southern California, Eastern Oregon, and the Portland metropolitan area. He has worked in public, private, air ambulance, hospital, and non-profit EMS Systems, as well as Regional, County, and State EMS systems.
